Dogs and cats are in heat a few times a days, with each litter ranging between 3-15 for dogs and 4-5 for cats. Thus, a single dog or cat can be responsible for thousands of offspring in just a few years. Chances are that all of these animals will not find food and water in the quality and quantity needed and that human beings will not be able to care for or adopt all of these animals. Prevention is the only solution. Reduced breeding means less puppies and kittens which suffer and less chance for disease.

Thousands of dogs find their death each year in Israel. The reasons for these numbers are clear: too many dogs are abandoned, whether out of cruelty, convenience, or simply low budgets, but not enough are adopted. Clearly something must be done to stop the vicious circle set in motion by the abandonment of dogs, which are not spayed or neutered.

In order to solve the problem in a humane - and economical - manner, efforts have focused on the promotion of neutering and spaying. High on the agenda are campaigns to encourage neutering and spaying which will both raise people's awareness of the problem and let them know that neutering their dog will substantially reduce their annual licensing fee. Successful campaigns were organized in both 2007 and 2008.
