Recognition that oil spills know no boundaries has catalyzed the advancement of regional cooperation to prevent and minimize the environmental and economic damage that may be caused by large-scale marine pollution. An important advantage of the regional projects—beyond the merits of regional cooperation and mutual aid in emergencies—lies in the commitment of each state to establish national oil combat centers and to formulate and implement a national contingency plan.
